Yes. According to Blizzard they own the rights to characters and items in game, so selling them is like selling something that doesn’t belong to you.
A lot of people are still doing it though, but you have to be careful. If someone sells you their account there are still ways to get it back. The account is under their name, and if they have the cd key they can get it back.
The best way to do it is to have them send you the software with your purchase and make sure they give you the answer to their secret question for their account. If they sell it to you and still have this information they can still access their account and change everything. Since its in their name and selling account isn’t allowed you technically get screwed without being able to do anything.

Well i dont know if its against the rules but i think its better to train up your own istead of being lazy and just buying one somebody else has trained up but if you go onto one of the wow forums u might find you answer

If you buy an account in any game its against the rules. I wouldn’t suggest it though, because they can tell and they will suspend u 4 good. Just enjoy your time as a noob.

Yes it is. The character is technically property of Blizzard and cannot be sold. It’s strange laws, but the basic reason is that they don’t want people buying and selling on these games or else the government will try to tax them, very bad for business.
So technically, you are never allowed to buy or sell items, gold, or characters on MMOs unless they explicitly say you can. However, that doesn’t stop people, and not very many people get in trouble for it.

Gifting (giving), trading and selling accounts is against Blizzards TOS. They have gotten very good at recognizing accounts that have changed hands. Accounts that have been transferred in one of these ways can be banned.
As an extra-added bonus, many people who buy accounts from somebody get those accounts stolen back from them. Just changing the password doesnt stop this. There is no way for you to recover the account should that happen. Then you’d be out the account and the money you spent on the account.
You’d be much better off leveling up your very own character.
By the way, heres what Blizzard has to say about this subject:
“Ownership/Selling of the Account or Virtual Items.
Blizzard does not recognize the transfer of Accounts. You may not purchase, sell, gift or trade any Account, or offer to purchase, sell, gift or trade any Account, and any such attempt shall be null and void. Blizzard owns, has licensed, or otherwise has rights to all of the content that appears in the Program. You agree that you have no right or title in or to any such content, including the virtual goods or currency appearing or originating in the Game, or any other attributes associated with the Account or stored on the Service. Blizzard does not recognize any virtual property transfers executed outside of the Game or the purported sale, gift or trade in the “real world” of anything related to the Game. Accordingly, you may not sell items for “real” money or otherwise exchange items for value outside of the Game.”
